In regards to moving expenses, I understand that you must live in a new area for a minimum period of time for it to be an eligible tax deduction. Specifically, when does the 39 week rule start? I first started moving in June and completed the move in September.

The time test begins when you enter the general area and begin full-time employment as referenced in Internal Revenue Code Section 217(c)(2)(A) & IRS Publication 521. Did you live in the new area in June or September and when did you being full-time employment? If that occurred in June, then that would be the start period. If it was in September, then that would be the starting period. Please note that you are considered to have worked full time during any week you are temporarily absent from work because of illness, strikes, lockouts, layoffs.
