If I am a college student and I am a dependent of my mom, do I have to file taxes?

If you had income from wages, interest, etc. over $5,700 in the calendar year (the standard deduction amount for the Single Filing status), then you would have to file taxes.

 

With the standard deduction, you automatically get to deduct $5,700 to arrive at your taxable income.  Thus, any amount lower than that would result in a negative taxable income, and no tax filing requirement.
