Does someone working overseas still have to file a tax return? If so, please explain what forms to use when filing?

Yes; as a US citizen, with taxable income, you must file a

tax return. You will compute your foreign earned income

exclusion amount, on Form 2555, of your Form 1040, and if you

paid any foreign tax, you may claim a credit, therefore, on Form 1116.
