Would an independent contractor who mows yards at different locations each day and has no permanent business office be able to deduct mileage from home to the yards he mows each day?

Yes, the independent contractor can deduct mileage from his home to the various client sites as per IRS Publication 463 & IRC Section 162. The commuting rules are more lenient when you have a home office as is the case here.
